Is there a camping area nearby? I would like to camp out there so I can take pictures really early, at Sunrise.

Backcountry camping is allowed on a limited basis and a backcountry permit is required. Permits cost $ 5.00 per person per night. Group size is limited to 12 persons for both day and night use. Campfires are not permitted in the back country.

There are two campgrounds in Zion National Park, South and Watchman Campgrounds. South is open year round, Watchman is open 15 Mar to 01 Nov, both campgrounds operate on a first come first serve basis.

This spot is located: Zion National Park, Utah.
How to get to this spot: The trailhead is on the east side of the Zion-Mount Carmel Tunnel which is on highway U-9 also known as the Zion-Mt Carmel Highway. If you enter the tunnel from the east you've gone too far. If you are coming from the west the parking lot is to your right as soon as you exit the tunnel. There is a small parking lot which gets full rather quickly in the summer. You can also park along the road towards the east.
Access to this spot is: Easy, no gates. The trailhead starts off of U-9 on the east side of the Zion-Mt Carmel Tunnel. There is a small sign. There are step stones and starts slightly steep but then it levels off. The hike is 1 mile roundtrip. I saw several families with children on the trail so it can't be too bad.
Best time to go to this spot is: Early morning for the hike. To photgraph pretty much anytime.
Insiders Tip: The landmarks seen from the overlook are Sundial, Alter of Sacrifice, East and West Temple, Towers of the Virgin, Streaked Wall, and below you'll see the switchbacks.
